Touch Files.action is an Automator action to change date created and/or date modified of the specified files/folderst. You can create and execute a workflow which contains changing time stamp operation if you install the action.
You can create a service to change time stamp and execute it from Services menu or contextual menu on Snow Leopard. Refer to How to use workflow for services on Snow Leopard.
